Increases the frequency of mandatory sexual assault training for county prosecutors and assistant prosecutors from every three years to every two years (biennial)

Expands required training curriculum to include cultural competency, emotional intelligence and counseling techniques, and victim-centered approaches with trauma-informed care to minimize re-traumatization

Requires the Division of Criminal Justice to review the training curriculum annually instead of every five years, and mandates in-person training every two years instead of every six years

Directs the Attorney General to implement a compliance evaluation system with periodic audits of county prosecutors' offices and a mechanism for addressing noncompliance with training requirements

Adds a rape care advocate to the sexual assault unit within the Division of Criminal Justice, alongside the existing sexual assault investigator and certified forensic sexual assault nurse examiner
