Amends the Municipal Land Use Law to classify energy storage projects that receive or are eligible for New Jersey Board of Public Utilities incentives as "inherently beneficial uses," which are presumed to serve the public good and promote general welfare

Defines "energy storage program" to include the Successor Solar Incentive Program, Competitive Solar Incentive Program, Garden State Energy Storage Program, and any successor programs established by the BPU

Adds qualifying energy storage projects to the existing list of inherently beneficial uses, which already includes hospitals, schools, child care centers, group homes, and wind/solar/photovoltaic energy facilities

The "inherently beneficial use" designation provides favorable treatment in local zoning and land use decisions, making it easier for these projects to obtain necessary approvals
