Secretary of Higher Education must establish a guaranteed admissions program to automatically offer conditional admission to New Jersey public colleges and universities for eligible 12th-grade public school students based on academic merit

Eligible students must be New Jersey residents for at least one year before applying and be first-time applicants to a full-time undergraduate degree program at a public institution

Academic merit requirements will consider cumulative GPA and class rank through grade 11, complexity of coursework (honors, AP, IB courses), standardized test scores, and statewide assessment performance

Different merit requirements may be set for each institution based on selectivity, and guaranteed admission does not apply to specific majors or specialized programs

Secretary must submit annual reports to the Governor and Legislature including demographic data on admitted students, program effectiveness in reducing out-migration and serving low-income and underrepresented populations, and improvement recommendations
