Increases third and subsequent offense penalties for operating without special registration plates or without proper inspection to $7,500 fine and immediate vehicle impoundment

Maintains existing first offense fines of $2,500 and second offense fines of $5,000 for major violations (unlicensed operation, improper insurance, overcapacity)

Maintains existing first offense fines of $1,250 and second offense fines of $2,500 for registration plate and inspection violations

Authorizes State Police to enter limousine service operator property to inspect documents and vehicles upon probable cause of violations
