Requires immediate notification to the Attorney General and county prosecutor when bias incidents involve serious crimes (homicide, aggravated assault, arson, sexual assault), organized hate groups, or potential for large-scale public unrest

Establishes requirements for instant notification to the Office of Homeland Security and Preparedness, Division of State Police, Division of Criminal Justice, and county bias crime officers when incidents occur

Mandates training and continuing education for law enforcement on detecting, reporting, investigating, and prosecuting bias incidents, and ensures victims receive referrals to the Division on Civil Rights when incidents may violate the Law Against Discrimination
