Creates a Stolen SNAP Benefits Replacement Fund in the Department of Treasury to reimburse SNAP participants whose benefits were stolen through card skimming, card cloning, or similar fraud between the federal program's expiration (December 20, 2024) and when participants receive new chip-enabled EBT cards

Funds the program through a 5% supplemental fee assessed on penalties and restitution paid in civil or criminal settlement agreements entered into by the Attorney General

Appropriates $20 million to the Administrative Office of the Courts to design, operate, and maintain a computer system for collecting the supplemental fee

Requires the Department of Human Services to establish eligibility and verification processes mirroring the previous federal stolen benefits replacement program, with information distributed at enrollment, recertification, and card issuance

The fund and supplemental fee are temporary, dissolving within three months after New Jersey fully transitions all SNAP participants to chip technology EBT cards, with remaining balances returned to the General Fund
