Removes the requirement that public members appointed to the Commission on Latino and Hispanic Heritage hold a Master's degree in Latino or Hispanic studies or culture

Eliminates the requirement that public members must have served prominently as spokespersons or leaders of organizations in the Latino or Hispanic heritage community

Replaces previous qualifications with a simpler requirement that public members have "knowledge and experience in Latino or Hispanic studies or education"

Maintains the 21-member commission structure with 19 public members appointed by the Governor (9), Senate President (5), and Assembly Speaker (5)
