Establishes a three-year New Jersey Transit TNC Pilot Program in Morris and Middlesex counties to provide prearranged rides connecting residents to the nearest NJ Transit bus, rail, or light-rail facilities on workdays

NJ Transit must contract with transportation network companies (like Uber or Lyft) to provide rides at a flat rate, with potential reduced fares for veterans and senior citizens as determined by each TNC

Eligible riders who use the pilot program to reach transit facilities will receive a reduced fare on their subsequent NJ Transit bus or rail service, with the discount accounting for the cost of the prearranged ride

Service areas must be developed in coordination with county commissioners, transportation management associations, and providers of Jobs Access/Reverse Commute and Enhanced Mobility programs

NJ Transit must submit annual reports to the Governor and Legislature on ridership numbers, participant satisfaction, costs/savings, and recommendations on whether to expand, modify, discontinue, or permanently adopt the program
