Prohibits governments of China, Russia, Iran, and North Korea, along with their citizens and affiliated entities, from acquiring any real property in New Jersey after the bill's effective date

Requires current foreign owners from these countries to sell their New Jersey real property within 5 years of the bill taking effect to non-prohibited buyers

Defines "adverse foreign government" as any country listed as a threat to U.S. national security, critical infrastructure, or economic security in at least one of the three most recent Annual Threat Assessments of the U.S. Intelligence Community

Allows limited exceptions for property acquired through foreclosure, debt collection, or inheritance, with foreclosure-acquired properties required to be sold within 2 years

Authorizes civil penalties of up to $250,000 or 50% of the property's market value, whichever is greater, for violations enforced by the Attorney General
