Political subdivisions, agencies, authorities, and instrumentalities of New Jersey may purchase accumulated unused sick leave from officers and employees at up to 60% of the dollar value based on the employee's pensionable compensation at the time of purchase

Annual purchase limits restrict employers to buying no more than 120 hours of accumulated unused sick leave per employee per year, and purchases cannot reduce an employee's balance below 800 hours

The decision to purchase accumulated unused sick leave is solely at the employer's discretion and is explicitly excluded from collective bargaining negotiations

Existing $15,000 caps on supplemental compensation for unused sick leave paid at retirement remain in effect, with this new purchasing option applying regardless of whether an employee's sick leave is compensable under those caps

Local units are prohibited from adopting ordinances authorizing special emergency appropriations to fund purchases of accumulated unused sick leave prior to an employee's layoff or retirement
