Prohibits New Jersey higher education institutions from providing incentive compensation, including tuition sharing, to online program management companies (OPMs), except for recruiting students in foreign countries

Requires governing boards to review and approve all OPM contracts, which cannot allow OPMs to set admission standards, determine enrollment targets, hire instructors, control curriculum decisions, or use institutional branding without clear third-party disclosure

Mandates submission of all OPM contracts to the Secretary of Higher Education within 20 days of execution, with existing contracts due within 30 days of the act's effective date and required to comply before fall 2027 semester

Requires OPMs to submit annual expenditure reports to institutions detailing spending on marketing, recruitment, admissions, instruction, student support, technology, and curriculum development, which must be shared with faculty/staff unions

Imposes civil penalties of $10,000 per violation or the maximum incentive compensation amount in the contract, whichever is greater, for institutions that violate these requirements
