Requires data center owners and operators in New Jersey to submit semi-annual water and energy usage reports to the Board of Public Utilities (BPU) for a three-year period

Reports must include basic facility information, total energy consumption in kilowatt hours, water input in cubic meters, water sources, on-site power supplies and permits, and electric utility service agreements

Data centers receiving state financial incentives must also report additional performance metrics including power usage effectiveness, energy reuse factor, renewable energy factor, water usage effectiveness, and sustainability indicators

Existing data centers (operating at least one year) must submit initial reports within three months of enactment; new data centers have six months; substantial operational changes require 60-day advance notice to the BPU

BPU must publish basic water and energy information online within 30 days of receipt, while keeping performance and sustainability data confidential except as anonymized aggregates from at least five facilities
