Increases civil penalties for retailers who sell tobacco or vapor products to persons under 21: first violation rises from $250 to $750, second violation from $500 to $1,500, and third or subsequent violations from $1,000 to $3,000

Expands the definition of "tobacco product" to include any product containing, made of, or derived from tobacco or nicotine, vapor products, and related accessories such as filters, rolling papers, blunt wraps, hookahs, and pipes

Requires 5% of recovered penalties to be transferred to the Department of Health for educational programs about vapor product dangers and consequences of illegal sales

Directs the Division of Taxation to establish a process for retailers to report compliance efforts and a mechanism for anonymous reporting of violations

Takes effect 180 days after enactment and updates required signage at retail locations to reflect the new maximum $3,000 penalty
