Establishes the Abandoned Mine Reclamation Program within the Department of Transportation to protect New Jersey citizens from hazards of abandoned mines, including mine subsidence and water quality degradation

Requires DOT to develop a comprehensive State reclamation plan that maps all abandoned mines, identifies those posing the greatest threat to life, safety, property, and infrastructure, and ranks reclamation projects by priority with cost estimates

Authorizes DOT to implement reclamation projects directly, contract with private firms, or distribute grants to local governments and private property owners, with property owner notification required at least two months before entry

Creates the "Abandoned Mine Reclamation Program Fund" as a nonlapsing fund to receive federal grants, state appropriations, and private donations dedicated solely to mine reclamation projects and program administration

Grants DOT authority to enter private property to conduct exploratory work or reclamation when adverse effects are in the public interest and owners are unknown or refuse permission, construed as police power rather than condemnation or trespass
