Requires state and local law enforcement agencies to submit monthly data to the Attorney General on applications for permits to carry handguns, permits to purchase handguns, and firearm purchaser identification cards

Mandates collection of applicant demographic information including year of birth, race, ethnicity, and gender identity, along with application submission date, location, approval/denial status, and reasons for denial

Requires the Attorney General to compile data retroactively from June 23, 2022 (the date of the Supreme Court's Bruen decision) and publish an initial report followed by monthly reports on the Attorney General's website

Responds to studies suggesting that subjective licensing criteria result in higher denial rates for Black, indigenous, and other applicants of color compared to non-Hispanic white applicants

Takes effect immediately with retroactive application to June 23, 2022
