Defines eligible "Gold Star family members" as New Jersey residents who are surviving spouses, domestic partners, civil union partners, parents, siblings, children, or legal guardians of deceased service members

Requires applicants to prove their relationship to the deceased service member and provide annual proof of New Jersey residency; remarriage does not disqualify eligibility

Authorizes the Adjutant General to solicit donations and grants for the program and to include funding requests in the department's annual budget
