Establishes the "Public-Private Alliance to Retain Talent and Expand Regional Health Program" within the Department of Health to provide grants for student loan repayment and tuition reimbursement to health care professionals

Grants are awarded to qualified recruitment and retention servicers that work with partner hospitals; partner hospitals must provide non-State matching funds of at least 200% of the grant amount (except University Hospital, which is exempt from matching)

Individual health care professionals may receive up to $10,000 per year or $30,000 total in loan repayment/tuition assistance, and must commit to working at least 3 years at the partner hospital

Qualified recruitment and retention servicers must have contracts with at least 10 hospitals and 10 educational institutions, including at least one of each in New Jersey, and cannot be student loan providers

Appropriates $5 million from the General Fund, with annual reporting to the Governor and Legislature on program effectiveness starting December 31, 2026
