Reduces the Cannabis Regulatory Commission chair's authority by requiring the chair to be elected by a majority of commission members rather than designated by the Governor, and removes direct supervisory powers over other members.

Sets fixed annual salaries for commission members at $165,000 for the chair and $160,000 for other members, with the executive director salary capped at $175,000.

Allows commission members to hold local elected office and campaign for such positions, but prohibits cannabis business owners from donating to commission members' campaigns and bars members from accepting such donations.

Expands permissible meetings between commission members/staff and outside parties regarding pending applications, requiring meetings with more than two members to comply with open public meetings requirements.

Prohibits persons with cannabis business ownership interests from making campaign contributions to commission members seeking local elected office.
