Mandates carriers report data on prior authorizations and denials, non-quantitative treatment limitations (NQTLs), and frequency and length of residential behavioral treatment

Requires reporting on enforcement actions taken by state or federal authorities to ensure mental health parity compliance

Annual reports must include information on carrier compliance and violations, response to consumer complaints, and maintenance of a publicly available complaint log for mental health and substance use disorder coverage

Takes effect on the first day of the fourth month following enactment, with the first annual report due one year after the effective date
