Prohibits forcibly feeding geese, ducks, or other poultry by tube or apparatus inserted in the beak, bill, or throat to overfeed the bird for foie gras production, with an exception for feeding to improve bird health

Bans the distribution, sale, or offer to sell foie gras or foie gras products unless they originated from a state or jurisdiction that prohibits force-feeding birds

First-time violators receive a written warning; second and subsequent offenses carry civil penalties of up to $100 per day of violation

Penalties are collected by the Secretary of Agriculture, with Superior Court and municipal court having jurisdiction over enforcement proceedings

Takes effect 60 days after enactment
