Mandates AI infrastructure entities conduct environmental impact assessments at initial deployment and annually, report energy consumption, water usage, and carbon emissions, and enter community benefit agreements with affected municipalities

Requires high-risk AI systems used in employment, housing, healthcare, education, criminal justice, or public services to undergo algorithmic impact assessments by the Office of Information Technology before deployment

Authorizes the Attorney General to investigate AI-driven discrimination, unreasonable AI workplace surveillance, and civil rights violations, with penalties ranging from $1,000 for first violations to $2,000 for subsequent violations
