Allows reduced sentences for abuse victims: first-degree crimes (5-10 years instead of standard range), second-degree (3-5 years), third-degree (up to 18 months), fourth-degree (up to 6 months), and probation for non-indictable offenses

Eliminates the presumption of imprisonment for defendants who qualify under the new abuse-related mitigating factor

Creates a resentencing process for currently incarcerated individuals convicted before the law's effective date who were abuse victims, requiring the Department of Corrections to notify eligible inmates of this right

Establishes procedural requirements including confidentiality of applications, 180-day hearing deadline, representation by the Public Defender, and mandates judicial training on abuse-related sentencing considerations
