Establishes mandatory vehicle miles traveled (VMT) reduction targets: 10% per capita reduction and 3% statewide reduction by January 1, 2035, and 20% per capita reduction and 8.5% statewide reduction by January 1, 2050, compared to 2019 levels

Requires the Department of Environmental Protection, in consultation with the Department of Transportation and Motor Vehicle Commission, to establish an inventory of 2019 and prior year VMT data within one year of enactment

Creates the 11-member "Vehicle Miles Traveled Advisory Commission" within the Department of Environmental Protection, including ex officio members from state agencies and three public members appointed by the Governor with expertise in public transportation, active transportation networks, and smart growth

Mandates the commission meet at least twice annually to track VMT reduction progress, review state plans, and submit reports to the Governor and Legislature recommending policy changes to meet reduction targets

Aims to complement vehicle electrification efforts by reducing car trips through compact mixed-use development, improving pedestrian and bicycle safety, and lowering transportation costs for lower-income households
