Modifies the definition of "key employee" for solid waste and soil/fill recycling license purposes by removing brokers, consultants, and sales persons from the definition, while retaining family members of officers, directors, partners, or key employees who are employed by the business concern

Excludes from the definition of "broker" any entity whose licensed subcontractor carries out solid waste, hazardous waste, or soil/fill recycling services within New Jersey or transporting from New Jersey to out-of-state facilities

Exempts from "soil and fill recycling services" licensing requirements: remediation activities conducted by licensed site remediation professionals or certified subsurface evaluators, transportation/storage of less than 200 cubic yards per day at a single site, and soil generated by Board of Public Utilities-governed entities and public works contractors

Creates new definitions for "extension of a utility facility" and "intra-utility transportation or processing" to exempt certain utility-related soil movement activities from licensing requirements

Expands exemptions for "soil and fill recyclable materials" to exclude alternative fill approved for use under licensed site remediation professional oversight
