Transfers authority for immunization recommendations from the federal Advisory Committee on Immunization Practices (ACIP) to the New Jersey Department of Health, which must consider ACIP guidance along with recommendations from major medical organizations including the American Academy of Pediatrics, American Academy of Family Physicians, American College of Obstetricians and Gynecologists, and American College of Physicians

Requires all health insurance plans in New Jersey—including hospital service corporations, health service corporations, medical service corporations, individual and group health policies, HMOs, small employer plans, and State/School employee health benefits—to cover immunizations recommended by the NJ Department of Health without cost-sharing

Extends the same immunization coverage requirements to New Jersey Medicaid recipients under the state's medical assistance program

Updates meningococcal vaccination requirements for college students and annual influenza vaccination programs for health care facilities to follow NJ Department of Health recommendations rather than solely federal ACIP guidance

Directs all state agencies to revise their rules and regulations to replace references to federal ACIP recommendations with references to NJ Department of Health recommendations
