Authorizes municipalities to adopt ordinances permitting a specified number of new cigar lounges to operate within their jurisdiction, exempt from the New Jersey Smoke-Free Air Act

New cigar lounges must register with the local board of health and meet requirements including: no food or alcohol sales (except at private events), separate entrance directly accessible to the public, proper exhaust ventilation systems, and no hookah use permitted

Requires annual registration renewal contingent on generating at least 15% of gross income from on-site tobacco product sales and humidor rentals, maintaining initial requirements, replacing exhaust filters, and not expanding or relocating

Owners who fail to renew their cigar lounge registration are permanently barred from registering another cigar lounge

Takes effect on the first day of the seventh month following enactment, with the Commissioner of Health authorized to adopt implementing rules and regulations
