Amends the definitions in New Jersey's waterfront worker regulations (P.L.2017, c.324) to add new defined terms including "director," "officer," "owner," "partner," and "telecommunications system controller" for stevedore licensing purposes

Creates a new category of "telecommunications system controller" defined as a person selected by a joint board of the New York Shipping Association and the International Longshoremen's Association who operates the Shipping Association's Enterprise Management System (EMS)

Expands the definition of "hiring agent" to include any natural person authorized under law to designate or select longshoremen for employment on behalf of carriers, stevedores, or other employers of longshoremen

Requires telecommunications system controllers to undergo fingerprinting and background checks by the Division of State Police, similar to requirements for longshoremen, checkers, and other licensed waterfront workers

Clarifies that "stevedore" includes both natural persons and corporate entities ("corporate stevedore") and adds specificity to ownership and management structure definitions for licensing purposes
