Distributes individual manufacturer fees based on market share, with potential adjustments based on the proportion of firearms from that manufacturer recovered at crime scenes involving firearm injuries

Prohibits retail dealers from selling firearms to consumers unless the manufacturer holds a valid license, with civil penalties up to $1 million per month for manufacturers and $10,000 per violation for retailers

Establishes the RIFS Fund, administered by the Victims of Crime Compensation Office, to compensate firearm victims and their families for direct costs including medical treatment, funeral expenses, lost wages, and mental health services for up to three years after injury
