Transfers investigatory functions from the Office of the State Comptroller (formerly the Inspector General) to the State Commission of Investigation (SCI), consolidating oversight of fraud, waste, and abuse of taxpayer funds

Changes SCI commissioner appointment structure so the chairperson is jointly designated by the Senate President and Assembly Speaker rather than the Governor, and increases commissioner annual salary from $35,000 to $75,000

Creates a new State Inspector General position within the SCI to serve as lead investigator and supervise all commission investigations

Expands SCI authority to investigate misconduct by civil and criminal enforcement personnel at all government levels, including prosecutors and prosecution team detectives, with authorization to seek wiretap orders in certain investigations

Requires SCI to establish a confidential complaint process for public and government employee tips, and mandates periodic meetings with the Attorney General, Election Law Enforcement Commission, and other oversight entities for coordination
