Requires workers on data center construction projects designed to use 5 megawatts or more annually to be paid prevailing wage rates as determined by the Commissioner of Labor and Workforce Development

Mandates contractors be registered under the Public Works Contractor Registration Act, maintain a workers' compensation experience modifier rate of 0.95 or lower, and carry at least $2 million in general liability and motor vehicle insurance per occurrence

Requires contractors to provide performance and payment bonds of at least 150% of contract value and makes contractors jointly and severally liable for unpaid wages by subcontractors

Requires all workers to complete OSHA-10 training and undergo drug testing, with at least one supervisor completing OSHA-30 training and one OSHA-30 trained worker per every 15 employees on site

Projects designed for 25 megawatts or more annual usage may include project labor agreements with labor organizations whose collective bargaining agreements form the basis for prevailing wage determinations
