Adds mandatory liability insurance coverage to special automobile insurance policies (available to low-income Medicaid-eligible individuals), requiring $5,000 in coverage for property damage per accident and $5,000 for bodily injury or death of one or more persons per accident

Removes vehicles covered by special automobile insurance policies from the definition of "uninsured motor vehicle," meaning other drivers' uninsured motorist coverage will no longer apply when in accidents with these vehicles

Maintains that special automobile insurance policies will not provide collision, comprehensive, uninsured, or underinsured motorist coverage

Takes effect 90 days after enactment and applies to policies issued, renewed, or delivered on or after that date
