Authorizes the New Jersey Motor Vehicle Commission to issue Delta Sigma Theta Sorority, Inc. specialty license plates with design and color scheme selected in consultation with the sorority's Eastern Regional Director

Requires a $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into a dedicated "Delta Sigma Theta Sorority, Inc. License Plate Fund" to support the organization's educational, economic development, social action, and health programs for disadvantaged communities

Prohibits use of public funds for initial costs, requiring the Eastern Region of Delta Sigma Theta to contribute up to $25,000 in non-public money to offset startup expenses including computer programming changes (capped at $150,000)

Mandates a minimum of 500 completed applications be submitted before the commission will begin producing the plates, with the program becoming operative seven months after funding and application requirements are met

Allows the chief administrator to discontinue the program if the average cost per plate exceeds $50 for two consecutive fiscal years, and repeals the expired prior law (P.L.2018, c.109) authorizing similar plates
