Requires landlords to distribute eviction prevention information and resources, prepared by the Department of Community Affairs, to tenants at move-in and at each lease renewal, in addition to the existing truth-in-renting statement

Expands the definition of "landlord" under the Truth-in-Renting Act to include non-owner-occupied rental properties with one or two dwelling units, which were previously exempt from these requirements

Mandates eviction avoidance materials include information on the NJ Eviction Guide, Office of Eviction Prevention, Eviction Prevention Program, and local court eviction defense and diversion programs

Increases the penalty for landlords who violate the Truth-in-Renting Act from $100 to $1,000 per offense and allows tenants to recover attorney's fees, court costs, and expert witness expenses

Requires tenants to sign an acknowledgement of receipt for the statement and eviction avoidance information, which landlords must maintain as compliance records
