Establishes minimum funding allocations from hotel/motel occupancy fees starting in State Fiscal Year 2027: at least $31.9 million to the NJ State Council on the Arts, $17.6 million to the Division of Travel and Tourism, $5.5 million to the NJ Historical Commission, and $720,000 to the NJ Cultural Trust.

Replaces the previous percentage-based allocation formula (22.68%, 12.76%, 3.84%, and 0.72% respectively) used from Fiscal Years 2005-2026 with fixed minimum dollar amounts beginning in Fiscal Year 2027.

Retains the "poison pill" enforcement mechanism requiring the Division of Taxation to suspend collection of the hotel/motel occupancy fee if the annual appropriations act fails to meet the specified minimum funding requirements.

Removes a previously included $1 million appropriation to the Division of Travel and Tourism for tourism advertising and promotion through committee amendments.

Amends P.L.2003, c.114, which originally established the hotel and motel occupancy fee and its distribution among cultural and tourism programs.
