Allows substitute teachers who hold an instructional, administrative, or educational services certificate and have at least 12 months of continuous service to enroll in the Teachers' Pension and Annuity Fund (TPAF)

Expands the definition of "teacher" under N.J.S.18A:66-2 to include qualifying temporary or substitute teachers for pension eligibility purposes

Currently, substitute teachers may only purchase TPAF service credit retroactively if they later become permanent teachers, or they are enrolled in the Public Employees' Retirement System after 12 months of continuous service

Eligible substitute teachers would gain access to TPAF benefits including pension payments and death benefits

Takes effect immediately upon enactment
