Authorizes county fire coordinators, deputy county fire coordinators, county emergency medical services (EMS) coordinators, and deputy county EMS coordinators to mount and operate emergency warning lights and sirens on their personal vehicles when responding to emergency calls

Permits these county-level emergency officials to operate blue emergency warning lights (previously limited to volunteer firefighters, first aid/rescue squad members, and volunteer Office of Emergency Management members)

Extends authorization for red emergency warning lights and sirens (previously limited to volunteer fire chiefs and first assistant chiefs) to include county fire and EMS coordinators and their deputies

Requires county executives or directors of county commissioner boards to request identification cards from the NJ Motor Vehicle Commission, which must be countersigned and issued to eligible coordinators before emergency lights can be mounted or operated

Mandates that authorized individuals carry their identification cards while operating emergency warning lights and comply with all state traffic laws, with no special privileges or exemptions granted beyond the right-of-way yielding required of non-emergency vehicles
