Reduces public members on the New Jersey State Board of Cosmetology and Hairstyling from three to two members

Replaces the single licensed teacher position with two new positions: one representative from public school vocational cosmetology programs approved by the State Board of Education and one representative from licensed private cosmetology and hairstyling schools

Changes the six professional member slots from specifically designated cosmetologist-hairstylists, beauticians, and barbers to any individuals holding practicing licenses issued by the board

Maintains the existing requirements for two hair braiding shop owners/operators and one State executive department member on the 13-member board
