Establishes a 7-year deadline for the Commissioner of Education to issue any adverse finding, adjustment, or penalty regarding annual independent certified audits submitted by approved private schools for students with disabilities (APSSDs)

For audits submitted for school years prior to the bill's effective date, the Commissioner must act within 7 years of submission or 2 years after the effective date, whichever is later

Audits not reviewed and completed within the established timelines are automatically deemed approved for all purposes

Addresses current delays where audit reviews by the Commissioner reportedly take 20 years or more to complete, creating budgeting difficulties for both APSSDs and sending school districts

Applies to private schools that provide educational programs and services to students with disabilities as part of New Jersey's continuum of special education services
