Establishes a 20-year period of usefulness for fire engines, apparatus, and equipment that are leased by local governments, matching the existing 20-year term for purchased fire equipment under N.J.S.40A:2-22

Requires local government governing bodies to ensure all purchased or leased fire vehicles and apparatus comply with National Fire Protection Association (NFPA) Standard 1911 for inspection, maintenance, testing, and retirement of in-service emergency vehicles

Allows compliance with other internationally recognized standards for automobile fire fighting apparatus and equipment as an alternative to NFPA Standard 1911

Directs the Commissioner of Community Affairs, in consultation with the Director of the Division of Fire Safety, to adopt rules and regulations implementing the bill's requirements
