Prohibits electric utilities from requiring customers to obtain prior approval, pay fees, or install additional equipment beyond what is integrated into the portable solar device

Provides electric utilities with liability protection against civil claims for damage or injury caused by customer use of portable solar generation devices

Takes effect six months after enactment, with the Board of Public Utilities authorized to take anticipatory implementation actions
