Establishes the Military-Connected Student Mental Health Grant Program administered by the Department of Education in consultation with the Department of Military and Veterans' Affairs

Awards grants to school districts with high concentrations of military-connected students to expand mental health services, provide outreach, and offer counseling to students whose parents are called to active duty

Defines military-connected students as dependents of members of the U.S. armed forces (Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force), National Guard, or other reserve components

Requires grant recipients to report within one year on the number of students served, service improvements, and changes in school climate, attendance, achievement, and discipline

Appropriates $1,000,000 from the General Fund to the Department of Education for the program, with the Commissioner authorized to award multi-year grants
