Allows teachers who are foreign citizens with declared intent to become U.S. citizens to be eligible for tenure if they meet standard tenure requirements under N.J.S.18A:28-5

Repeals existing statutory provisions (N.J.S.18A:6-39 and N.J.S.18A:28-3) that prohibited noncitizens from acquiring tenure in New Jersey public schools

Permits noncitizen teachers already employed in school districts at the time of enactment to count their prior teaching service toward tenure requirements

Maintains existing authority for the State Board of Examiners to revoke noncitizen teaching certificates if the holder abandons citizenship efforts, becomes disqualified for citizenship, or fails to become a U.S. citizen within five years
