New motor vehicle dealer license applicants may establish a place of business for either servicing or display of motor vehicles, rather than requiring both functions under current law

Applicants have three options for vehicle servicing facilities: space attached to their place of business, a separate space on the same property, or an off-site facility within their relevant market area

Chief Administrator must issue a 90-day provisional dealer license upon substantial completion of the application, even while applicants await franchise agreements or permanent sign installation; may be extended once for an additional 90 days at no extra fee

Definition of "new motor vehicle dealer" changed from agent/distributor of "the manufacturer" to authorized dealer of a "motor vehicle franchisor" (defined as a person who manufactures, assembles, distributes, or imports at least 10 new motor vehicles per calendar year)

Applies immediately to all pending and future new motor vehicle dealer license applications, including those currently in administrative proceedings before the Chief Administrator, Office of Administrative Law, or on appeal
