Establishes the New Jersey-India Commission as a permanent body within the Department of State, converting the temporary commission created by Executive Order No. 354 (2024) into a statutory entity

Commission membership consists of 35-45 members appointed by the Governor; starting January 1, 2028, eight members will be appointed upon legislative recommendation (four from the Assembly Speaker, four from the Senate President)

Commission purposes include advancing bilateral trade and investment, encouraging mutual economic support, promoting cultural and educational exchanges in research, science, and technology, and studying policy issues of mutual interest between New Jersey and India

Commission is authorized to raise funds through direct solicitation, fundraising events, and accept gifts, grants, and bequests to cover administrative expenses and carry out its mission

Biennial reports to the Governor and Legislature are required, with the first report due within one year of the act's effective date
