Prohibits applicants for data center development from entering into non-disclosure agreements with approving authorities, municipal agencies, or property sellers that would conceal development details or prevent public review

Declares any such concealment agreements against public policy and unenforceable under New Jersey law

Requires applicants to attest that no party involved in the real estate transaction (buyer, developer, agents, or other parties) entered into agreements concealing development plans from the property seller

Bars municipal approval of site plans, subdivisions, or other required permits if the applicant violates these disclosure requirements

Clarifies the bill does not implicitly permit concealment agreements for non-data center developments where other laws, including the Open Public Meetings Act, already prohibit such practices
