Establishes the New Jersey Center for Black Excellence in Health at Rutgers University to facilitate public health programs benefiting Black communities and people of color, research evidence-based health care models, and recommend systemic changes to the state's public health system

Creates a 12-member steering committee co-chaired by the Rutgers University President and Commissioner of Health, with representatives from state agencies, healthcare associations, the NAACP New Jersey State Conference, and advocacy organizations

Steering committee members serve in an advisory capacity only, without compensation but with reimbursement for necessary expenses

Authorizes the center to apply for and accept federal grants, private foundation funding, and other financial support for its operations

Permits Rutgers University to enter contracts with public or private entities and hire additional staff as needed to advance the center's purposes
