Requires New Jersey's Pretrial Services Program to recommend "no release" for defendants who have prior pending charges from separate arrests when either the current charge or a pending prior charge involves first or second degree violent crimes under the No Early Release Act or crimes carrying potential life imprisonment

Applies to defendants facing indictable offenses or disorderly persons offenses who meet the repeat offender criteria with pending violent crime charges

Establishes that a "no release" recommendation from Pretrial Services may serve as prima facie evidence to overcome the presumption of pretrial release when a prosecutor files a detention motion

Creates a presumption against pretrial release for repeat offenders charged with crimes requiring 85% of sentence served before parole eligibility or crimes carrying ordinary or extended life imprisonment terms

Amends the Criminal Justice Reform Law (P.L.2014, c.31) and takes effect immediately upon enactment
