Establishes a three-year pilot program allowing nonpublic schools in first-class counties with populations over 950,000 to form a county consortium to receive nursing services funding directly from the Department of Education, rather than through local school districts

Requires nonpublic schools to notify the commissioner, consortium governing body, and local school districts of their intent to participate by June 1 of the preceding school year

Creates a five-member oversight committee appointed by the Governor (3 members), Senate President (1 member), and Assembly Speaker (1 member) to monitor consortium operations

Mandates annual independent audits of the pilot program, with reports due to the commissioner by October 1 each year and transmitted to the Governor and Legislature

Requires the Commissioner of Education to submit a report two years after program establishment evaluating implementation and recommending whether to continue or expand the program statewide
