Defines "coordinate with food vendors" for craft beverage manufacturers (limited breweries, cideries, meaderies, craft distilleries) to allow arranging food trucks, vendors, or restaurants on or off premises, provided the license holder does not own, operate, or share profits from food sales

Expands farm brewery license privileges to permit distribution to wholesalers and retailers, sales outside New Jersey pursuant to other states' laws, warehouse maintenance, and coordination with food vendors for an additional $100 fee

Modifies transfer rules for inactive plenary retail consumption licenses, allowing municipalities to sell new licenses to any other municipality's governing body (not just contiguous ones) and permitting license holders to apply for transfers within the same county or to contiguous municipalities in different counties for use in redevelopment areas

Allows municipal governing bodies to extend inactive license periods beyond two consecutive terms if the licensee demonstrates good faith efforts to activate or transfer the license, with a 30-day appeal right to the Director of Alcoholic Beverage Control if denied

Expands the shopping mall definition for special liquor licenses to include pad sites on the same parcel and properties with shared ownership interests among multiple entities, applicable to malls with minimum 750,000 or 1,500,000 square feet
