Prohibits New Jersey government entities from collecting immigration status, citizenship status, place of birth, social security numbers, or individual taxpayer identification numbers unless necessary for administering a specific public service, benefit, or program

Restricts government entities from selling, sharing, or transferring automated license plate recognition information except to other government entities as permitted by law, pursuant to a judicial warrant, or with the individual's written consent

Applies similar restrictions to health care facilities, which cannot request or collect sensitive personal information except when necessary for safe delivery of health care services, patient treatment, billing, or program eligibility assessment

Exempts records and information collected under this act from the Open Public Records Act and prohibits disclosure except when required by subpoena, court order, judicial warrant, or federal law

Creates civil liability and injunctive relief for anyone who knowingly obtains, discloses, or uses protected information for unauthorized purposes, with enforcement through Superior Court actions
